Mike,

I've taken frozen foods several times to Eleuthera. NO FRESH produce is permitted. I've taken a cooler with frozen meats such as hamburger patties, steaks, bacon, sausage, juices and skim milk. I've never gotten a clear answer on the milk part but customs have looked in the cooler and never questioned anything in there. It's also nice to have the cooler on the return trip for conch and fish. Be sure the contents of the cooler are frozen solid and do not use ice or dry ice. I've had no trouble with thawing when leaving at 4 in the morning and arriving on Eleuthera at 2 pm. Everything is still frozen solid when we get there.
